SAM - Municipal Management System
Frappe
A full municipal platform for the Municipalidad de Fraijanes, Guatemala — revenue and online payments, permits and licensing, citizen requests, public works, transparency reporting and departmental access.
Problem
Permits, licences, citizen requests, public-information requests and revenue were handled on paper across separate departments, with no audit trail, no cross-department visibility and no way for citizens to pay or file a request without visiting an office.
Solution
I built the municipal system on Frappe/ERPNext: custom DocTypes for permit and licence types, multi-stage workflows with department-based approvers, revenue and online-payment flows, a citizen request and public-information channel, public-works and project tracking, budgeting dashboards and the reporting used for the annual memoria de labores.

Challenges
Manual government processes needed to become secure, traceable and simple for staff.
Outcome
Manual processing dropped by around 50%, departments finally shared one record of every permit, request and payment, and the platform has run with 99% uptime and no critical production issues.
